Are U-Turns allowed at this intersection?

Details of request: I'm not sure if U-turns are allowed here, but if not, could we get a sign up to remind parents who are dropping off kids at Haultain that they shouldn't be doing U-turns in front of a crosswalk? I was walking my kids to school this morning (video attached) and there are CONSTANTLY issues at this crosswalk (people speeding through, not stopping for pedestrians) even though it is just inside a school zone which is why I record. An SUV uturned and was blocking us from being seen by oncoming traffic

Specific location details: Eastbound on Queensland Dr SE, right at the crosswalk at Queensland Cir SE. The intersection closest to the Community Centre, not the West end of the cir
