Specific Details: Someone moved this very large concrete block off of the manhole cover it was blocking. the block is now in the middle of the sidewalk blocking pedestrian access. It looks like the manhole cover has also been partially removed.

Specific Location: West side of 11th St., Southeast. Next to 1701 11th St. SE..
