Describe Issue: At 750 in the morning, traffic is trying to get south off 16th and into the hospital. But the advance green for northbound traffic holds everyone up. There's usually only 2-4 cars going north or west. Nurses change shift at 7 am, so the northbound lane probably only needs a light until 730 or 740
