Holes and ruts in the alley caused by infill construction and gas installation.

Specific details of the issue: Hello, recent ongoing construction of a new duplex and gas installation has made a mess of the alley behind us. As the ground thaws the trench that almost crosses the alley is getting deeper and deeper. The attached pictures don't really show how deep it is and at some point the garbage trucks are going to have a challenge. I'm not sure if Atco is responsible or the builder. There are two really bad spots as noted in the pictures. Thanks!
